Lori Upton is the Regional Director of Emergency Management Operations for the
Southeast Texas Regional Advisory Council, overseeing planning and response for a 25-county region. With a background in nursing and emergency management, she holds certifications from the International Association of Emergency Managers and has extensive experience in clinical operations and emergency department leadership.

Upton has been involved in emergency management since 1997, contributing to
numerous disaster exercises and response efforts, including those for Hurricane Katrina, the World Trade Center attack, and the West Texas Explosion. She is also an active participant in emergency preparedness groups and committees at the local, state, and national levels, sharing her expertise through research and speaking engagements.
